ClearIP can create blacklist rules for specific high-cost locations. Locations refer to specific areas within a country, such as the U.S. states and Canadian territories/provinces, whereas countries refer to entire countries, such as U.S., Mexico, France, etc. This section goes over blacklisting locations; for information on blacklisting countries, see the Backlist Countries section.
For carriers in the United States, phone numbers based in rural areas such as Iowa, South Dakota, and Minnesota have been recognized as common targets for domestic traffic pumping. Some domestic toll fraud has occurred to other locations such as New York.
If ClearIP should monitor specific locations for toll fraud, rules can be added in the Whitelist/Blacklist Called Locations page to enable fraud analysis on specific locations by setting the Action to Continue when adding new rules for these locations.
Adding rules for specific locations with the Action set to Continue is only relevant if a separate rule has been created in the Called Countries page to bypass fraud control on calls to United States. The rules created on the Called Locations page act as exceptions to the Bypass Fraud Control rule on the Called Countries page.
For example, to set up blacklist rules for Iowa, South Dakota, and Minnesota in the U.S, the following blacklist rules need to be created.
- First, on the Whitelist/Blacklist Called Countries page, create a new rule for the country United States and with Action set to Bypass Fraud Control. This rule disables fraud control on calls to the U.S.; fraud control would remain in place for all other countries.
